CSFC is a trusted resource for our members, providing timely updates and alerts on important state issues, including the School Facility Program, the State Budget, and various legislative and regulatory efforts. CSFC’s Accomplishments
- State School Bond: Represented COEs during bond bill negotiations and facilities funding advocacy, to ensure equitable inclusion of COEs and consideration of their unique facilities needs [AB 247 (Muratsuchi) and SB 28 (Glazer)].
- Focused advocacy on maintaining and expanding Financial Hardship provisions, as well as Small School District Assistance.
- Annually hosting our very successful in-person CSFC Annual Summit in the Fall
- Actively engaged in legislative advocacy, with successful outcomes on the following:
- SB 499 (Menjivar): Extreme heat action plans – Worked successfully in partnership with a coalition of opponents, with SB 499 held on the Assembly Appropriations Committee Suspense file.
- AB 249 (Holden): Water: school sites: lead testing – Worked in partnership with Coalition for Adequate School Housing and other education stakeholders to express concerns. The Governor vetoed AB 249.
- Williams Inspections: Monitored and kept our members informed regarding efforts to amend the list of schools to be inspected by county offices of education per the Williams settlement. Trailer bill SB 114 (chaptered July 2023) extended the use of the current list by 2 years, through FY 2024-25, preventing a tripling in the number of schools to be inspected.
- Initiated “Member Open Forum” discussion time, providing an opportunity at each monthly CSFC membership meeting to discuss questions submitted directly by our members. Discussion at monthly membership meetings focused on topics including:
- Extreme heat and schoolyard greening.
- Municipal stormwater permit.
- Assistance for small schools and the Supporting America’s School Infrastructure (SASI) grant from the US Department of Education.
- Preschool, Transitional Kindergarten, and Full-Day Kindergarten Facilities Grant Program development and funding opportunities and state budget negotiations.
- Regulatory and policy issues at the State Allocation Board, including per pupil grant funding and related litigation.
